The Planning and Building Department is committed to achieving a livable community by protecting the health, safety, and welfare of Jasper County’s citizens. The Department works to achieve these goals by the development of the County Comprehensive Plan; management of the Zoning and Land Development Regulations Ordinances; and enforcement of building codes. The staff works closely with citizens and applicants to oversee and approve the development of property under the adopted regulations.

Building Inspections

The purpose of the Building Department is to receive applications, review construction documents, and issue permits for the erection, alteration, demolition, and moving of buildings and structures. It is the responsibility of the Building Department to inspect and enforce the provisions of the International Building Code. The intent of the Jasper County Building Department is to ensure safety, health, and general welfare to the citizens of Jasper County through structural strength, means of egress, stability, sanitation, adequate light, ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to building throughout the County.

When is a building permit required

A building permit is required for new construction, additions, alterations, repairs, roof replacement, electrical, plumbing, installation of heating and air systems, accessory structures, swimming pools, to move or demolish an existing structure, and to install a manufactured house.

The only work exempt from a permit is residential accessory structures that are less than 200 square feet, commercial accessory structures that are less than 120 square feet, fences less than 7 feet in height, and retaining walls less than 4 feet in height.

What is required to obtain a building permit?

Residential: Building Permit Application, Zoning Permit, Septic or Sewer Approval, 911 Address, 2 sets of Construction Documents or Manufacturer’s Installation Instructions, and the Contractor’s Information (name, address, phone number and SC License number).

Commercial: Building Permit Application, Land Development Permit, Septic or Sewer Approval, 911 Address, Fire Marshal Approval, 3 sets of Construction Documents, and the Contractor’s Information (name, address, phone number and SC License number).

All Contractors and/or Subcontractors must submit a copy of their Jasper County Business License.

Where do you obtain the items required for permitting?

Septic Systems are permitted by South Carolina Department of Health and Environmental Control, 104 Parker Drive Beaufort, SC 29906, 843-846-1030.

Beaufort Jasper Water Sewer Authority provides sewer service, 6 Snake Road Okatie, SC 29909, 843-987-9200.

911 Addresses are issued by Jasper County Emergency Services, 1509 Grays Highway Ridgeland, SC 29936, 843-726-7607.

How much do building permits cost?

Building Permits for manufactured housing are $200.00.

Residential Permits are based on the cost of construction, square footage, and the type of construction.

Commercial Permits are based on the cost of construction, square footage, type of construction, and the use occupancy. 

Zoning Permits for new structures are $150.00.

Zoning Permits for accessory structures greater than 500 square feet are $75.00.

Zoning Permits for accessory structures less than 500 square feet are $50.00
