TITLE: Building Maintenance Specialist

DEPARTMENT: Engineering Services Division

REPORTS TO: Director, Public Works & Engineering

POSITION SUMMARY:

This position is responsible for skilled building system maintenance and repair of County buildings with specialized training and certifications in one of the following areas: HVAC, Plumbing, Electrical, Carpentry.  The employee shall be very capable of accomplishing tasks with limited direction and has the capability to guild coworkers as the lead worker on a task to accomplish the work safely and efficiently.

 

 

MAJOR DUTIES:

·       Receives general direction and able to complete assignments with minimal direction.

·       Able to guild coworkers assigned to the same task to make sure the task is completed safely and efficiently.

·       Completes work orders; estimates material needs; completes required reports; order supplies.

·       Completes installation, repair, and maintenance of lighting systems; change light bulbs and replaces ballasts.

·       Installation, repair, and maintenance of doors, door knobs, and locks.

·       Installation, repair, and maintenance of electrical systems; runs electrical wires; replaces breakers.

·       Installation, repair, and maintenance of HVAC systems; installs ductwork and vents; changes filters.

KNOWLEDGE REQUIRED:

·       Knowledge of the techniques, equipment, and supplies used in building maintenance activities.

·       Knowledge of department and safety policies and procedures.

MINIMUM QUALIFICATIONS:

Knowledge and level of competency commonly associated with completion of specialized training in the field of building maintenance, HVAC, plumbing, electrical, carpentry in addition to basic skills typically associated with a high school education.

·       Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.

·       Possession of or ability to readily obtain a valid driver’s license issued by the State of South Carolina for the type of vehicle or equipment operated.

 

PHYSICAL DEMANDS:

The work is typically performed while intermittently sitting, bending, crouching, stooping, standing or walking. The incumbent lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes.

 

WORK ENVIRONMENT:

CODE ENFORCEMENT COORDINATOR | JASPER COUNTY EMERGENCY SERVICES
POSITION SUMMARY:
The Code Enforcement Coordinator (Generalist) is the main point of contact for our Code Enforcement
department and is responsible for enforcing County codes and ordinances relating to zoning, building safety,
property maintenance, public nuisances, health and safety, environmental and littering crimes and other
statutes and regulations of the State of South Carolina. This position serves as a frontline representative of
the County to ensure community standards are upheld through inspection, investigation, education, and,
when necessary, enforcement actions.
MAJOR DUTIES:
• Disseminates complaints of code violations to proper code enforcement officer(s).
• Investigate complaints of code violations related to housing, zoning, signage, weed abatement,
inoperative vehicles, illegal dumping, and other public nuisances.
• Responds to citizen complaints and reports of potential code violations.
• Attends hearings or court proceedings as needed and provides testimony.
• Perform field inspections of residential, commercial, and industrial properties for compliance with
international code congress.
• Issue notices of violation, citations, and stop-work orders as necessary.
• Maintain accurate documentation of investigations, inspections, and enforcement activities.
• Prepare written reports, case summaries, and evidence for administrative hearings or court
proceedings.
• Educate property owners, tenants, and businesses on local codes and how to achieve compliance.
• Coordinate with other departments such as Police, Fire, Planning, and Public Works when
addressing complex or overlapping code issues.
• Respond to inquiries from the public in a courteous and professional manner.
• Attend community meetings or neighborhood events to promote awareness of code compliance
efforts.
• Stay updated on changes to County code, state laws, and best practices in code enforcement.

KNOWLEDGE REQUIRED:
• Knowledge of applicable local, state, and federal codes, ordinances, and regulations.

• Valid state driver’s license with satisfactory driving record.
• Ability to obtain or possession of certification from the International Code Council (ICC), or similar
agency, within 12 months of hire (as applicable).
• Completion of South Carolina Criminal Justice Academy’s Class III officer

Position Summary:

This position will receive incoming emergency and non-emergency calls. Will be expected to dispatch calls for service.

Major Duties:

·        Receives, monitors, and dispatches radio communications traffic for EMS, Fire, and Law Enforcement Departments throughout Jasper County, including all 911 calls.

·        Dispatches the appropriate first responders to incident locations; maintains radio contact with first responders in the field.

·        Takes emergency and non-emergency phone calls; provides emergency medical instructions to callers prior to the arrival of emergency medical personnel as appropriate.

·        Monitors weather conditions; initiates weather alerts to responders as necessary.

·        Dispatches wrecker services to appropriate incident locations.

·        Enters and retrieves data from the National Crime Information Center network and state departments of motor vehicles; runs driver’s license and license plate requests for officers in the field; enters and verifies identify of persons that are wanted or missing, enters and verifies articles, guns, and vehicles; runs criminal background checks.

JOB SUMMARY: This position is responsible for ensuring that all county ordinances and policies comply with relevant requirements, are legally adopted, and are administered promptly and efficiently within the constraints of applicable law.

• Provides legal counsel and advice on various issues to the County Council, County Administrator, and county constitutional officers.
• Represents the county in all litigation matters to which the county is a party.
• Conducts legal research and drafts legal opinions for the County Council, County Administrator, and staff.
• Negotiates, drafts, and reviews proposed contracts for the acquisition of consultant services, supplies, and equipment for the county.
• Researches and drafts proposed ordinances and resolutions for adoption by the County Council.

Position Summary:

Under general supervision, supervises those performing correctional activities involving the care, custody, admission, release, and control of inmates; performs routine, standardized, or diversified duties requiring judgment in the application of broader aspects of established practices and procedures.

Major Duties:

  • Supervises, directs, and evaluates assigned staff on assigned shift, processing employee concerns and problems, directing work, counseling, and disciplining; conducts staff training activities.

  • Supervises and assists in processing release of inmates per established procedures: completes applicable forms and ensures appropriate approvals; verifies identity of inmates and returns personal property; determines accuracy of documentation for release.
  • Supervises and monitors inmate activities inside the facility on a continual basis, including activities involving meals, recreation, cleaning activities, personal hygiene, medical care, visitation, mail, and telephone calls: conducts and records regular/periodic population counts of inmates; logs daily movements and activities of inmates; moves/transfers inmates to/from cells, booking areas, court, medical facilities, or other locations as directed; escorts inmates from one area of the facility to another; creates inmate work schedules, assigns inmates to work according to skills, and monitors inmates during work assignments; administers disciplinary actions as appropriate.

  • Must be certified in OC spray operation.
  • Must possess and maintain valid CPR/First Aid Certification. Operation of national criminal information computer system (NCIC) requires possession and maintenance of valid NCIC Terminal Operator Certification.
  • Operation of motor vehicles require possession of a valid SC Driver’s License.
  • Must be certified as Specific Skills Instructor.
  • Must be certified in Safety Restraint Chair.
  • Must have completed Homeland Security Training Series 700/750/800.
  • Must have the ability to obtain Certified Jail Officer (CJO) Certification through the American Jail Association (AJA).
  • Must have obtained within (6) months of appointment to this position a supervisory training course.

Physical Demands:

2.     Parks and Recreation Department (Sgt. Jasper Park, Hardeeville, SC)- Beautiful 321 acre park with lots of amenities including fishing, kayaking, canoeing, disc golf, walking/bike trails, playground, picnic shelter and much more. Beautiful park setting is perfect for in-town getaways, meetings, weddings, family celebrations, etc.

 

Seeking 2-3 Volunteer Park Attendants to manage the Park on weekends from 8am to 8pm and 4pm to 8pm Monday thru Friday. Volunteers needed to open and close the Park, assist patrons with fishing, kayaking and disc golf.  Will also assist guests who are utilizing the Park’s rental spaces. Will answer phones, set-up and disband tables, and assist with park maintenance and upkeep. Training will be provided.

 

3.     Jasper County Government Building (Ridgeland, SC)– Seeking volunteers to meet and  greet visitors, answer phones, direct visitors to County offices, accept applications from residents interested in reserving one of the County’s many community centers. The incumbent is expected to assist with various departmental mailings, occasional filing and other clerical duties. Excellent computer skills required.

REPORTS TO: Director of Elections and Voter Registration

POSITION SUMMARY:

The purpose of this position is to provide technical and administrative support for the preparation, deployment, and comprehensive security of the voting system and accuracy of the vote. This class works under general supervision, independently developing work methods and sequences.

 

MAJOR DUTIES:

·       Creates a Standard Operation Procedure for related responsibilities.

·       Prepares Election District Relations to determine ballot styles for each election.

·       Assists in contacting polling locations on availability for each election.

·       Assists in identifying new polling locations.

·       Conducts an ADA survey for new polling locations.

·       Troubleshoots, tests, and RMA election equipment.

·       Programs and tests election database for each election.

·       Trains polling location technicians and delivery drivers for each election.

·       Provides IT support for office computers, printers and election equipment.

·       Performs related work as assigned.

 

KNOWLEDGE REQUIRED:

       Knowledge of polling station operations.

       Knowledge of modern office practices and procedures.

       Skill in operating such office equipment as a computer, calculator, typewriter, copier, and facsimile machine.

       Skill in maintaining files and records.

       Skill in programming and using electronic voting machines.

       Skill in dealing with the public.

       Skill in oral and written communications.

 

MINIMUM QUALIFICATIONS:

       Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

       Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

 

SPECIAL CERTIFICATIONS AND LICENSES:

·       South Carolina State Election Commission with 18 months of employment.

·       Must possess and maintain a valid state driver’s license with an acceptance driving history.
