Position Summary:

This position is responsible for performing moderately complex technical account work in preparation and maintenance of the budget, procurement functions, and various financial correspondence for the county government.

Major Duties:

  • Develops and maintains master files on grants and paperwork connected to programs funded by grants.  
  • Coordinates the monitoring and evaluation of programs and projects that are funded by grants.
  • Develops and maintains master files on grants and paperwork connected to programs funded by grants.
  • Collects and collates documents to prepare grant reimbursements. 
  • Coordinates with County departments to collect the required documentation to submit disaster relief reimbursement requests to Federal and/or state and local governments.  
  • Issues invoices and grant reimbursement requests to customers and external partners.
  • Prepares invitations to bid, requests for proposals and requests for qualifications as required by the Jasper County procurement ordinance.
  • Publishes invitations to bid, requests for proposal and requests for qualifications in local newspapers, on digital procurement sites and on the South Carolina One Stop Business website or as required in the procurement ordinance.
  • Provides accounting and audit support relative to accounts payable, budget preparation, grants, procurement, and other accounting functions of the County.
  • Assists with preparation of financial and statistical statements and reports.
  • Enters financial transactions into the accounting database.
  • Participates in quarterly and annual audits.
  • Compiles and prepares routine reports and summaries.
  • Provide administrative support to the Finance Department, including the Director of Administrative Services.
  • Maintains digital and physical financial records.
  • Interprets and applies accounting policies, rules, and regulations to all work to ensure compliance with applicable standards.
  • Performs other related duties as assigned.

Knowledge Required:

  • Knowledge of County accounting policies, internal control procedures, grant procedures, and budget and procurement ordinances.
  • Thorough understanding of grant funding policies and procedures and applicable local, state, and federal regulations.
  • Skill in the use of computers and various software programs, including Excel and Word.
  • Skill in interpersonal relations.
  • Skills in oral and written communication.
  • Advanced knowledge of Microsoft Office Applications, including Excel.
  • Strong attention to detail and accuracy and organizational skills.
  • Ability to work independently on assigned duties.
  • Ability to manage a variety of priorities while meeting deadlines.
  • Ability to interpret financial data and prepare budgets and financial grant reports.
  • Ability to be discreet with personal information that may be needed for some grants such as employee salaries or upcoming projects.

Physical Demands:

Must be able to operate a variety of machines and equipment including a computer, calculator, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to fifteen pounds.

WorkEnvironment:

The work is typically performed in an office setting.

Minimum Qualifications:

  • An associate degree in accounting, bookkeeping, finance, or similar field, preferred.  However, an equivalent combination of education, training, and experience can be substituted.
  • 3 - 5 years of relevant hands-on experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of South Carolina.
