Position Summary:
The Training Captain, who will also serve as a member of the career staff of the department and reports to the Deputy Chief of Operations. This position participates in the day-to-day operations of the department, including responding to emergency and non-emergency calls for assistance; assuming command; managing emergency incident operations effectively; working closely with the paid/part-time/volunteer staff to promote good relations and effective operations of the department. The Training Captain is responsible for maintaining the district training program, as well as participating in recruitment and retention efforts, including but not limited to marketing, recruitment nights, career fairs, applicant processing, interviews and volunteer “on-boarding” and development. Additionally, the Training Captain assists with apparatus and equipment maintenance. The Training Captain works with the Battalion Chief’s of Operations, develops, schedules, and presents department training programs that are current and meet the needs of the department and community and also meet State, Federal, and other nationally recognized criteria and requirements. The Training Officer will represent the department as a member of applicable associations and groups related to assigned duties and responsibilities.
Major Duties:
• Training Responsibilities
o Responsible for all aspects of the administration and operation of the Districts Training Program
o Publish and maintain an Annual Training Schedule
o Maintain Department Training Standards for Career, Part Time and Volunteer personnel
o Develop and maintain Department Training Manuals and Task Books as applicable
o Maintain training records for all personnel using department records management software
o Develop and maintain Driver Operator Training Program
o Work with Volunteer Coordinator to develop a Volunteer Orientation Program
o Serve as the Districts liaison with other emergency services providers with respect to training matters and activities.
• Additional Responsibilities
o Function as a line officer, Engineer, or Incident Commander as needed on alarm response and fire suppression activities in the County or as part of a Mutual, Regional or Statewide aid request.
o Keeps track of required and missing EMS Certification requirements and establishes a complete EMS recertification In Service Program
o Serve as Department Safety Officer and Accident Investigation Officer
• Performs other duties as assigned.
Knowledge Required:
• Associate of Science degree in fire related field (Preferred but not required)
• High School Diploma or GED is required with additional secondary education and a minimum of five years of progressively responsible fire-related experience.
• Valid SC Class E or CDL Drivers License with an acceptable motor vehicle driving record
• Pro Board/IFSAC Firefighter I & II & HazMat Ops Certificates
• Pro Board/IFSAC Fire Instructor I Certification
• Pro Board/IFSAC Fire Officer I Certification
• NIMS ICS 100,200,300,400,700,800
• Computer literate with experience with Microsoft products and fire record management software.
• Must have knowledge of modern firefighting, fire prevention, operations, and maintenance of fire apparatus and equipment.
• Demonstrated ability to act effectively in emergency and stressful situations
• Demonstrated ability to follow verbal and written instructions in English
• Communicate effectively orally and in writing
• Demonstrated public speaking ability
• NREMT – Paramedic / SC Paramedic Certification
• Demonstrate ability to establish effective working relationships with career, part time, volunteer members of this department, and other agencies and the public
Physical Demands:
This officer may be involved in physically draining and exhausting activities which may include assuming command in emergency response situations and being involved in physically dangerous situations. The carrying of heavy equipment during response activities is inherent to this position as is the regularly being exposed to extreme weather conditions, both cold and heat. This officer will be exposed to noxious smoke and fumes as a result of fire and other incident conditions. The typical noise level in this position is moderate/office. The work schedule is generally Monday through Friday, but frequent weekend and evening work will be required. While performing the duties of this job, the employee is frequently required to sit, talk, hear, reach with hands and arms, kneel, crouch, and bend. Employee will occasionally need to exert up to fifty pounds of force and/or negligible amount of force to lift, carry, push or pull to move objects, including the human body.
