Position Summary:

This position is responsible for planning, organizing, and directing the overall administration of the Public Works and Engineering Department consisting of the following departments and functions: Roads and Bridges; Central Garage; Building Maintenance; Solid Waste and Recycling; Mosquito Control.

Major Duties:

• Plans, organizes, and directs the work of the department; oversees record keeping, bidding, purchasing, personnel records, and budget preparation. • Supervises and assigns the work of employees engaged in performing public works activities, involving construction, repair, and maintenance of county roads, right-of-ways, driveways, bridges, and drainage systems. • Supervises and assigns the work of employees engaged in performing fleet maintenance, litter control, mosquito control, building maintenance, and solid waste collection and disposal activities. • Hires, disciplines, evaluates, and recommends termination of department personnel; prioritizes, assigns, and schedules duties; oversees the maintenance of employee’s timecards and attendance records; approves sick and vacation leave requests; reports disciplinary actions and reprimands to the County Administrator. • Directs the issuing of all purchase orders and processing of invoices for payment; oversees inventory control of department vehicles, equipment, supplies, tools, and materials. • Inspects county roads, bridges, right-of-ways, buildings, and drainage systems to determine maintenance and repair needs. • Collects and issues work orders from county personnel on a daily basis. • Responds to questions and public complaints pertaining to department operations or personnel. • Oversees road repair and construction and all paving projects. • Implements policies and procedures adopted by County Council and directed by the County Administrator. • Inspects department work in progress and upon completion for compliance with accuracy and completeness. • Oversees solid waste collection, recycling, and disposal activities. • Ensures department equipment and vehicles are maintained and serviced properly. • Selects and requisitions materials, equipment, and hardware used in the department. • Ensures that department operations meet safety requirements and county policy requirements. • Meets with the state Department of Transportation regarding county roads and bridges. • Remains on-call for after-hours emergencies and inclement weather events. • Operates machinery. • Performs other related duties as assigned.

Knowledge Required:

• Knowledge of public administration. • Knowledge of the techniques, equipment, and supplies used in road and bridge construction and maintenance and solid waste collection and disposal. • Knowledge of department and safety policies and procedures. • Knowledge of federal, state, and local laws relevant to department operations. • Knowledge of the geography of the county, including road and street names and locations. • Knowledge of county policies and procedures, including purchasing. • Knowledge of the operation and preventative maintenance of a variety of heavy equipment. • Skill in management and supervision. • Skill in interpreting plans and specifications. • Skill in interpersonal relations. • Skill in oral and written communication.

Physical Demands:

The work is typically performed while sitting, standing, or stooping. The incumbent lifts light and heavy objects.

WorkEnvironment:

This work is typically performed indoors and outdoors, where the employee is exposed to dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. The work may require the use of protective devices such as masks, goggles, or gloves.

Minimum Qualifications:

• Associates Degree in Engineering/Engineering Technology or related field. • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

Preferred Qualifications:

• Baccalaureate Degree in Engineering or related field • Five years related experience
