Position Summary:

This position is responsible for encouraging and promoting industrial and commercial development in the county and works on special projects. The incumbent will report to the Director of Development Services.

Major Duties:

  • Coordinates development efforts with other county employees, elected officials and utility providers; exchanges information regarding prospects, available sites, financial assistance, demographics, background reports, and product development.
  • Performs general staff responsibilities for the county-owned Cypress Ridge Business Park and updates the overusing board, as requires.
  • May attend relevance meetings in the absence of the Director of Development Services.
  • Coordinates request-for-proposal solicitations and follow-up for professional services on a wide variety of county development projects, including architectural, landscape architectural, engineering/surveying, and appraisal services.
  • Maintains and updates various economic development statistics and databases.
  • Plans, coordinates, and promotes special activities and events.
  • Maintains the commercial development bank account; writes and signs checks; reconciles monthly statements; posts general ledger entries.
  • Provides economic development support and administrative support for the Ridgeland-Claude Dean Airport.
  • Coordinates and participates in various short-term projects as needed.
  • Represents the count on various committees, including historic preservations and community-based project committees.
  • Communicates with the county webmaster for entry of and correction to content for the county’s website.
  • Oversee Jet fuel and/or aviation gasoline at Terminal North and provide on-site staffing along with new operations & maintenance technician until additional staff can be procured.
  • Manages infrastructure projects to include building renovations, utility work, road projects, new building construction, site clearing and landscaping projects.
  • Compiles statistics received from county departments and outside sources for analysis and dissemination for business prospects.
  • Writes and/or coordinates grant applications for project funding from state, federal, and private funding sources.
  • Administers grants; serves as primary contact with funding agencies; prepares required reports.
  • Provide administrative support to the Director of Development Services on issues relating to development and capital projects.
  • Performs other related duties as assigned.

  • Knowledge of economic development theories and practices.
  • Knowledge of grant application.
  • Knowledge of administrative procedures.
  • Must be adept in working collaboratively with diverse groups on individuals including local, state, and federal officials.
  • Ability to work independently.
  • Must be able to set priorities for success in this position.
  • Skill in the use of a computer and associated software and department specific software programs.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

Physical Demands:

The work is typically performed while sitting, standing, walking, bending, crouching, or stooping.


Office Environment

Preferred Qualifications:

  • Bachelor’s degree from an accredited four year institution with major in Business Administration, Economics, Public Administration or a related field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with the completion of an apprenticeship/internship or with three to five years of experience or service. Equivalent experience and education may be substituted for degree.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of South Carolina.
  • Minimum two to three years prior experience coordinating projects associated with progressive community development and commercial development.
  • Familiarity with local, state, and county demographics.
