Position Summary:

Under general supervision, performs various accounting duties to include collecting transaction reports; making bank deposits, balancing inmate money account; compile data for various reports and inmate billings.

Major Duties:

  • Compile data for various sections (12 sections) within the Detention Center.  The data given is computed to attain a year to date figure for the monthly demographics report.
  • Calculate the daily report of inmates who are confined and released for each shift (1st, 2nd, and 3rd) using Confinement/Release Logs.   Compile and record these totals on a daily basis then record this information accurately in a month end report.
  • Prepare Federal/County Billing; keep daily track of inmates from various Federal and County agencies (Bureau of Prisons, US Marshal Service, US Marine Corps/Navy, Allendale, Colleton, and Jasper).  Calculate the number of days inmates are housed at Beaufort County Detention Center and send out monthly bills to agencies.
  • Balance the monthly bank statement for the inmate money account.  Prepare a monthly report that tracks overages/shortages on a monthly basis.
  • Compute/compile figures for a year-end report to include information for the Average Daily Population, Confinements/Releases occurring over a five-year period.
  • Ensure funds are credited to transferred inmates for reimbursement of commissary orders not received and forward checks to the EH Cooper Trust Fund for transferred inmate accounts.
  • Submit payment of invoice to Commissary for purchased items of commissary goods.
  • Collect commissary transaction reports and moneybags from money vault.  Verify deposit amounts for bank with total cash count against report.
  • Using Commissary system:  select and validate all station deposits and print a deposit transaction receipt.  Complete a matching total deposit ticket for the bank.  Transport the bank deposits to the bank.
  • Update and maintain signature cards for each authorized person signing on checking accounts.
  • Balance the monthly bank statement for the inmate money account using the computer system to reconcile checks and deposits matching the bank financial statement.
  • Communicate updated procedural information involving commissary changes to key personnel in letter or memo form.
  • Prepare for, assist and answer all questions pertaining to accounting audits of the inmate trust accounts.
  • Prepare and type labels on boxed recorded transaction reports.  Example:   Demographics, Inmate billing records, etc., for storage and future reference.   
  • Coordinates or conducts special projects as assigned.
  • Conducts research of department files, court/legal records, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.
  • Reconcile South State Bank statement purchases and calculates any additional sales tax.
  • Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e-mail, Internet, or other computer programs; performs basic maintenance of computer systems and office equipment, such as backing up data or replacing paper, ink, or toner.
  • Assists in monitoring inventory of department equipment, supplies, forms, or other materials ensures availability of adequate materials to conduct work activities; initiates purchases/requisitions for new/replacement items.
  • Maintains file system of various files/records for the department; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; shreds/destroys confidential or obsolete documents.
  • Communicates with supervisor, employees, other departments, government agencies, and attorneys, financial institutions, inmates, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a current knowledge of applicable laws/regulations reads professional literature, attends workshops and training sessions as appropriate.

 

Knowledge Required:

  • High school diploma or GED; supplemented by college level course work or vocational training in office administration and personal computer operations; supplemented by three (3) years previous experience and/or training involving general office work, bookkeeping, accounting, customer interaction, criminal justice system procedures, data entry, and personal computer operations. 
  • Must obtain and maintain Notary Certification, Homeland Security 700/800 Certification and Security Awareness

Physical Demands:

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

WorkEnvironment:

Performance of essential functions may require exposure to adverse environmental conditions, such as odors, violence, or rude/irate individuals.
