JOB ANNOUNCEMENT DATE:  August 28, 2019

TITLE:  Clerk to County Council

LOCATION:  Administrative Services

SALARY:  Depending on Experience & Qualifications

POSITION SUMMARY:  This position is responsible for serving as custodian of all legal documents for the county and providing administrative support to the County Council.

MAJOR DUTIES:

  • Serves as official secretary for the County Council; prepares meeting agendas and packets; issues meeting notices and advertisements of public hearings; records and transcribes official meeting minutes; provides background information and history to council members as necessary; receives legal service of papers; ensures that ordinances are codified, properly filed, and accessible.

  • Maintains custody of the County Seal, Code of Ordinances, and minute books.

  • Signs, certifies, and preserves county ordinances, resolutions, contracts, reports and other documents on behalf of the County Council; maintains files.

  • Provides administrative support to council members; prepares reports, correspondence, and other documents requested; maintains calendars; responds to routine telephone calls and mail; makes travel arrangements; schedules speaking engagements.

  • Serves as clerk for the County Council; ensures that elected officials attend mandatory training programs.

  • Conducts research regarding pending issues before the Council.

  • Responds to citizen requests.

  • Monitors statues of contracts, easements, leases, bonds, ordinances and resolutions.

  • Maintains records of board appointments, including date of appointment, term of office, expiration of term, personal data, contact information, appointment letter, and other information as required.

  • Interprets and applies rules, regulations, policies and procedures pertaining to Council activities.

  • Responds to Freedom of Information Act requests or forwards to appropriate personnel.

  • Schedules meeting rooms; sets up and prepares rooms.

  • Maintains office supplies inventory.

  • Performs other related duties as assigned.

 KNOWLEDGE REQUIRED:

  • Knowledge of county codes, policies and procedures.

  • Knowledge of parliamentary procedure.

  • Knowledge of state and federal laws governing municipal operations

  • Knowledge of accounting and budgeting principles and practices.

  • Skill in operating such office equipment as a computer, calculator, typewriter, copier and facsimile machine.

  • Skill in interpreting and applying rules, regulations, policies and procedures.

  • Skill in report preparation and records maintenance.

  • Skill in public and interpersonal relations.

  • Skill in oral and written communication.

 MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems.

  • Three to Five years of experience in a related field or scope of work.
